You can safely say that Depeche Mode really hit their stride with 1990 album Violator. With singles like "Personal Jesus", "Enjoy The Silence" and this one, "Policy Of Truth", it was both an exciting album and an innovative one, where the group developed their sound further than expected, bringing a rock vibe to their music that was more defined than before. "Policy Of Truth" can almost be regarded as techno-blues, a dark and moody pop song, but a pop song nevertheless. Great melody, great atmospherics.
